Shipping LTL freight to or from West Virginia? Rates depend on your specific route, freight class, and how close your pickup or delivery point is to the nearest LTL terminal. West Virginia is a mountain state of about 1.77 million people, and almost all of its freight rides a handful of interstates: I-77 and I-64 share the toll-road West Virginia Turnpike through Charleston and Beckley, I-79 runs north-south through the middle, and I-81 skirts the Eastern Panhandle near Martinsburg. The Port of Huntington on the Ohio River is one of the busiest inland ports in the country, and steep terrain and flash floods can close roads fast. Here’s what actually affects your rate.
LTL trucking regulations in West Virginia
A standard LTL tractor-trailer within legal size and weight limits does not need a permit in West Virginia. Permits matter for oversize or overweight freight, and West Virginia’s rules include a few that surprise shippers:
- Permits come from the Division of Highways. The West Virginia Department of Transportation issues oversize and overweight hauling permits online at wv.gotpermits.com or by walk-in, and annual blanket permits are available for self-issue.
- Fees are low. A general single-trip permit costs $20 plus $0.04 per ton-mile for overweight loads. An annual blanket permit costs $200 for oversize only or $500 for oversize and overweight, and each blanket is tied to one power unit.
- Overweight loads must be non-divisible. Permits for overweight loads are only issued if the load cannot be broken down, with an exception for seagoing containerized cargo.
- Bridges can add monitoring fees. If a load must be monitored while crossing weak bridges, the fee is $150 for the first bridge, $100 for the second and $50 for each additional one, up to $750.
- Legal limits are the baseline. On interstates the legal limit is 80,000 lbs gross, 20,000 lbs on a single axle and 34,000 lbs on a tandem, with no tolerance.
- Oversize loads do not move at night. State rules say an oversize permit is not valid between sunset and sunrise. The Division of Highways notes its travel-time policies have recently changed, and says it now grants weekend travel on request for loads up to 14 ft wide, except on the West Virginia Turnpike or when bridge monitoring is required, so read the conditions on your permit.
- The Turnpike is a toll road for trucks. The 88-mile West Virginia Turnpike between Charleston and Princeton charges per toll plaza: a five-axle truck pays $15.00 in cash, $12.00 with a West Virginia commercial E-ZPass or $13.00 with an out-of-state E-ZPass, and oversize trucks pay $27.00 in cash.
Current permit fees and rules are public record:

What affects your West Virginia LTL rate
- Freight class — density, handling, and liability determine your NMFC class, the single biggest factor in your rate. See our freight class guide.
- Distance — I-77 runs about 187 miles and I-79 about 161 miles through West Virginia, so a lane from the Ohio River to the Eastern Panhandle takes the long way around the mountains.
- Metro vs. rural — Charleston, Huntington, Morgantown and Martinsburg are served by carriers, while the southern coalfields and the eastern mountains typically see fewer terminals and options.
- Terminal proximity — the more carrier terminals near your pickup or delivery point, the more quotes you see.
- Accessorials — liftgate, residential, or inside delivery add to the base rate, same as anywhere else.

Where freight moves in West Virginia
West Virginia’s freight geography follows its valleys and interstates:
- Charleston & the Kanawha Valley — where I-64, I-77 and the West Virginia Turnpike meet, with chemical plants along the Kanawha River.
- Huntington & the Ohio River — the Port of Huntington Tri-State, I-64 and CSX’s Huntington Division.
- Morgantown, Fairmont & the north — I-79 and I-68 toward Pittsburgh and Maryland.
- Wheeling & the Northern Panhandle — I-70 and I-470 along the Ohio River.
- The Eastern Panhandle — Martinsburg on I-81, a short drive from Washington, D.C. and Baltimore.
- Beckley, Bluefield & the south — I-77 and the Turnpike toward Virginia.
Weather and transit reliability
In West Virginia the main reliability risks are floods, winter weather and steep, curving highways. On June 23, 2016, 8 to 10 inches of rain fell in about 12 hours, a flood the National Weather Service called a “one-in-a-thousand-year event.” It killed 23 people, 22 of them in Greenbrier and Kanawha counties, damaged or destroyed more than 1,500 roads and bridges and led the governor to declare an emergency in 44 of the state’s 55 counties, according to news reports. Crashes also close the main routes: in June 2026 a tanker truck carrying an industrial chemical rolled over on I-64 East in Kanawha County and the interstate stayed closed for more than eight hours, according to local news. Winter weather brings crashes on I-77 and I-64 each year. For LTL shippers the practical advice is simple: during storms, floods and winter weather, build extra transit time into anything headed to or through West Virginia.

Reynoldsburg, Ohio to Falling Waters (324 miles, 3,000 lb) is the outlier. At $3.93–$4.60 per mile, its five quotes of $1,274.21–$1,489.45 cost about three times as much as Newark, New Jersey to Clarksburg ($408.76–$493.03), a 3,150 lb shipment on a lane only 80 miles longer. TForce Freight’s 2-day $1,274.21 was lowest on the Falling Waters lane, and Pitt Ohio’s 1-day quote cost just $83.53 more. Weight did not explain the prices. The 2,700 lb shipment from Lewisburg to Portland, Oregon (2,662 miles) started at $1,025.16, only about 1.5 times the cheapest quote on the 152 lb Wellsburg to Orange, California lane ($662.90, 2,375 miles), though it weighed nearly 18 times as much. Lewisburg to Portland had the widest spread, with XPO’s 4-day quote costing $246.39 more than TForce’s 5-day, while Wellsburg to Orange was the cheapest per mile at $0.28–$0.37, and Ward Transport & Logistics’ 3-day $680.60 was just $17.70 above ABF Freight’s 7-day $662.90. Ballard to Warsaw, Virginia (304 miles, 520 lb) shows the cost of speed on a short lane: XPO’s 2-day $380.00 was lowest, and Estes’ 1-day quote cost $78.33 (about 21%) more. Bridgeport to New Port Richey, Florida was the tightest lane, with all five quotes within $73.54 and ABF Freight just $7.75 above Forward Air’s $583.88. On Newark to Clarksburg, Central Transport’s 1-day quote cost only $12.90 more than XPO’s 2-day $408.76. The lesson is the same on every lane: compare several carriers before you book.

Major shipping hubs in West Virginia
West Virginia’s freight moves through an inland river port, a big rail division and a few interstate hubs:
- Port of Huntington Tri-State — covers about 100 miles of the Ohio River, 9 miles of the Big Sandy River and 90 miles of the Kanawha River. A freight analysis reported by the Waterways Journal ranked it the nation’s busiest inland port in 2019, at 36.8 million short tons.
- Huntington rail — CSX’s Huntington Division is reported to be the largest in the CSX network.
- Martinsburg — a distribution cluster at I-81 Exit 20, including Macy’s 1.3-million-square-foot fulfillment center, within a day’s drive of Washington, Baltimore, Philadelphia and New York.
- Charleston — the I-64, I-77 and West Virginia Turnpike junction in the Kanawha Valley.
- Morgantown and Clarksburg — the I-79 corridor in the north.
Highway corridors serving West Virginia
I-77 (about 187 miles in West Virginia) is the longest, running from the Virginia line near Princeton through Beckley, Charleston and Parkersburg to Ohio, with the Turnpike carrying it from Princeton to Charleston. I-64 crosses the state from Kentucky past Huntington through Charleston and Beckley to Virginia, sharing the road with I-77 between Charleston and Beckley. I-79 (about 161 miles) runs north from Charleston through Clarksburg and Morgantown to Pennsylvania. I-68 (about 32 miles) links Morgantown to Maryland, I-81 (about 26 miles) crosses the Eastern Panhandle at Martinsburg, and I-70 (about 14 miles) clips the Northern Panhandle at Wheeling.
The West Virginia Turnpike corridor
I-77 and I-64 share the West Virginia Turnpike through the Kanawha Valley, so a crash or closure on that stretch can hold up most of the state’s north-south and east-west truck traffic, and the toll plazas add a cost to every pass.
What West Virginia shippers move
West Virginia’s freight is shaped by chemicals, energy and manufacturing. The state exported $4.6 billion of goods in 2025, the 42nd-largest total among the states, led by $1.6 billion of chemicals, $1.3 billion of transportation equipment and $476 million of machinery. Canada was the biggest market at $2.0 billion, or 44% of exports, according to the U.S. Trade Representative. Much of this moves by barge, rail and truckload, but the parts, tools, supplies and finished goods around these industries are where LTL fits.

How much does LTL shipping cost to or from West Virginia?
It depends on distance, weight, freight class, and how close your pickup or delivery point is to a major metro’s carrier network. Real quotes on our platform for West Virginia lanes have ranged from about $0.28 per mile on a 2,375-mile haul from Wellsburg to Orange, California to $3.93 to $4.60 per mile on a 3,000 lb shipment over 324 miles from Reynoldsburg, Ohio to Falling Waters, so distance alone does not predict the price. Get an instant quote for your exact shipment.
Do oversized LTL shipments need a permit in West Virginia?
Yes, for loads over legal size or weight limits. The Division of Highways issues permits online at wv.gotpermits.com or by walk-in. A single-trip permit costs $20 plus $0.04 per ton-mile for overweight loads, and annual blanket permits cost $200 for oversize or $500 for oversize and overweight. Overweight loads must be non-divisible, and oversize permits are not valid between sunset and sunrise. A standard LTL trailer within legal limits does not need one.
Do trucks pay tolls in West Virginia?
Yes, on the 88-mile West Virginia Turnpike between Charleston and Princeton. Tolls are charged per plaza. A five-axle truck pays $15.00 in cash, $12.00 with a West Virginia commercial E-ZPass or $13.00 with an out-of-state E-ZPass, and oversize trucks pay $27.00 in cash.
How do floods affect LTL shipping in West Virginia?
Flash floods can wash out roads and bridges. On June 23, 2016, 8 to 10 inches of rain fell in about 12 hours, killing 23 people and damaging or destroying more than 1,500 roads and bridges, according to news reports. Build extra transit time into shipments during heavy rain.
What is the Port of Huntington Tri-State?
It covers about 100 miles of the Ohio River, 9 miles of the Big Sandy River and 90 miles of the Kanawha River. A freight analysis reported by the Waterways Journal ranked it the nation’s busiest inland port in 2019, at 36.8 million short tons.
Why is Martinsburg a freight hub?
Martinsburg sits at I-81 Exit 20 in the Eastern Panhandle, within a day’s drive of Washington, Baltimore, Philadelphia and New York. Macy’s runs a 1.3-million-square-foot fulfillment center there, and warehouse developers market the area along the I-81 corridor.
Which interstates matter most for freight in West Virginia?
I-77, at about 187 miles, is the longest and carries the West Virginia Turnpike. I-64 crosses the state through Huntington, Charleston and Beckley, I-79 runs north-south through Clarksburg and Morgantown, and I-81, I-68 and I-70 clip the northern and eastern edges.
